Captain, United States Air Force, Judge Advocate General's Corps

Rhein Main Air Force Base, Germany June 1975 to June 1978 Staff Judge Advocate's Office as an Assistant Staff Judge Advocate to the Commander of the Air Force's 435th Tactical Airlift Wing (MAC) with duties of advising on administrative, policy, and contract matters, and as trial counsel in the prosecution of courts martial at Rhein Main Air Force Base in Frankfurt, and at Templehof Air Base in Berlin.

Eglin Air Force Base, Florida June, 1974 to June, 1975 Area Defense Counsel. Served as Area Defense Counsel reporting directly to the Judge Advocate General of the Air Force. Duties included acting chief administrator of the Eglin office and trial counsel defending courts martial under the Uniform Code of Military Justice and in Administrative proceedings.

EXPERIENCE:


Healthcare Law: • As general counsel to the board of commissioners of Hospital Service District No. 1 of the Parish of Terrebonne as the owner and operator of Terrebonne General Medical Center, a general acute care medical center since 1979, in health related legal issues including but not limited to:
* medical malpractice, risk management and general defense issues;
* labor law issues including representation of the medical center, together with labor specialists and other counsel, in the case of Leckelt v. Board of Commissioners of Hospital District No. 1, 909 F.2d 820 (5th Cir.1990), which affirmed the hospital's right to know the HIV/health status of its employees;
* medical staff matters involving credentialing and quality of care;
* the drafting and negotiation of contracts; and
* public bond financing issues, interfacing with special bond counsel, and public regulatory bodies.

Business Law: • In general business practice including the representation of a diverse business clientele in many situations to include the negotiation and preparation of contracts for: the sale and acquisition of assets and businesses, credit agreements with lenders, offerings of oil and gas programs, the formation of corporations, limited liability companies, partnerships and associated representation.
